TEGA CAY, S.C. — Voters chose Carmen Miller as the next Mayor of Tega Cay in the municipal elections held Tuesday, November 4, 2025. Miller, who has served the past two years on City Council as Mayor Pro Tem, defeated challengers Alice Dobleske and John Tukker and swept all seven Tega Cay precincts (Windjammer, Shoreline, Orchard Park, Gold Hill, Palmetto, Tega Cay, and Crescent).
With all votes counted, Miller received 1,450 votes (49.1%), followed by Dobleske with 916 (31.0%) and Tukker with 571 (19.3%). There were 14 write-in votes. In total, 2,951 ballots were cast in the mayor’s race out of 9,548 registered voters (30.9% turnout).
Miller will be sworn in on January 5, 2026, succeeding Mayor Chris Gray, who did not seek re-election.
City Council results
Voters also filled two at-large City Council seats. Incumbent Thomas Hyslip won re-election and led all council candidates with 1,860 votes (36.4%). Heather Jones secured the second seat with 1,338 votes (26.2%), edging Ron Kirby (1,261; 24.7%) by 77 votes. Thomas Rackley received 650 votes (12.7%). There were 53 write-ins. (Voters could select up to two candidates; totals reflect votes, not ballots.)

What’s next
Because Miller will vacate her council seat upon being sworn in as mayor, the city will hold a special election in the spring to fill the remainder of that council term. City officials will release the qualifying and election dates once they are finalized.
