Summary of the Tega Cay City Council Meeting – February 23, 2026

During the February 23, 2026, session, the Tega Cay City Council formally inaugurated James (Jim) D. Foltz as its newest member, following his victory in the recently held special election. The primary focus of the proceedings was the unveiling of the 2025-2035 Comprehensive Plan, a strategic decade-long roadmap designed to guide municipal development and infrastructure.

Complementing this long-term growth strategy, the Council announced critical operational updates to public safety. These include the capital investment in pedestrian-activated beacons for Tega Cay Drive and the organizational expansion of the police department through the introduction of a dedicated Community Relations Officer.


ITEM 1: Swearing In & Oath of Office

The evening began with the official swearing-in of Councilmember James D. Foltz. The ceremony highlighted the impact of grassroots civic engagement, as final vote tallies confirmed Foltz won his seat by a slim margin of 11 votes. Council members and residents noted that the high voter turnout for the special election served as a testament to the community’s commitment to local governance.

ITEM 2: Joint Public Hearing with the Planning Commission

  • 2025-2035 Comprehensive Plan: City staff and the Planning Commission presented the draft for the city’s 10-year guiding document.   • City Manager’s Report: Manager Charlie Funderburk announced a clean audit for FY24/25 and introduced Mia Elton as the new Municipal Clerk. He also highlighted the upcoming launch of a new digital development module to streamline subdivision and annexation requests.

  • Public Safety Updates: Police Chief Joy Crosby introduced Officer Jen McCormack as the new Community Relations Officer. January crime stats included 467 calls for service and a rapid 3-minute, 52-second average response time.

  • Pedestrian Safety: In response to resident concerns, the city confirmed that Rapid Flashing Beacons will be installed by mid-April at the intersections of Tega Cay Drive with Seven Cove/Trail Ridge and Callaway.

ITEM 4: Public Comments

Residents expressed urgent concerns regarding pedestrian safety on Tega Cay Drive, noting frequent failures of motorists to stop at crosswalks. Other comments praised the high level of civic participation in the recent election and welcomed Councilmember Foltz to his new role.
