Rezoning of 2320 Vineyard Road
A joint public hearing was held with the Planning Commission to consider rezoning 2320 Vineyard Road from RSF40 (York County) to R40 (Tega Cay) as part of a full annexation request. No public comments were received. The existing home on the property dates to 2000 and lies adjacent to the River Falls subdivision.

Fort Mill High School Boys’ Basketball Team
Recognized as 2025 Region 3-5A Champions after a 23-2 season and an undefeated regional record. Players and coaching staff received a city proclamation. -

Utilities Department
Update provided on wastewater treatment plant upgrades. The total estimated cost is just under $4.2 million, funded through ARPA and grants. Upgrades include rehab of Treatment Plant No. 2 and installation of a 700,000-gallon equalization basin. -
City Manager’s Report
Highlights included:-
Positive police activity trends: increased citations and service calls, but a 24% decrease in accidents.

Parks improvements, including renovations at Pitcairn Park, beach shoreline stabilization, and pickleball court upgrades starting in April.

Comprehensive Plan open house was successful; steering committee to meet in late April or early May.

Censure of Council Member Scott Shirley
Approved Resolution 2025-01, formally censuring Shirley for a social media post deemed inappropriate. Council members emphasized accountability, public trust, and respectful leadership. Shirley addressed the post and apologized to the police department.
