South Carolina Publishes Latest List of Top Delinquent Taxpayers: 7 York and Lancaster County Entities Featured

In a continued effort to ensure fairness, transparency, and accountability, the South Carolina Department of Revenue (SCDOR) has released its quarterly update of the state’s top delinquent taxpayers. The list highlights individuals and businesses that owe significant debts, aiming to encourage compliance and reduce the burden on responsible taxpayers.

The information, updated as of January 15, 2025, underscores the importance of paying one’s fair share to support the state’s infrastructure, education, and services. According to the SCDOR, when individuals or businesses evade taxes, it forces others to shoulder a heavier load, making fairness in taxation a priority for the agency.

Top Business Debtors

The following businesses lead the list of delinquents, collectively owing millions:

  1. DCL Holdings (USA) Inc. – Pearl River, NY – $4,831,059.12
  2. Gajanan Enterprises Inc. – Columbia, SC – $1,855,509.76
  3. Trendsettah USA Inc. – Doral, FL – $974,028.37

In addition, local businesses in York County and surrounding areas made the list:

  • Cassiopeia Ltd – Fort Mill, SC – $111,356.62
  • MBS Fort Mill LLC – Fort Mill, SC – $95,345.69
  • Integrity Mechanical Specialists LLC – Rock Hill, SC – $81,241.53

Top Individual Debtors

Thirteen individuals in South Carolina owe over $1 million in taxes, with the top five debtors collectively owing nearly $13 million:

  1. Clarence J. Michel – Lancaster, KY – $3,088,545.29
  2. Rhonda Kilgore – Ladson, SC – $2,988,734.79
  3. Yurij Debevc – Sanford, FL – $2,951,739.99
  4. Quintessa Copeland – Wellford, SC – $2,047,919.85
  5. Stephen Looper – Greer, SC – $1,531,354.58

Local York and Lancaster County residents with significant tax debts include:

  • Justin Jones – York, SC – $595,861.47
  • Rhonda Kane – Rock Hill, SC – $219,888.26
  • Anthony Callahan – McConnells, SC – $106,466.42
  • Luz D. Ramos Acevedo – Lancaster, SC – $111,439.18
