FORT MILL, S.C. – A large-scale residential development could soon reshape Fort Mill’s riverfront, as plans emerge for more than 600 homes near the Waterside at the Catawba community. This story was initially reported by The Herald.
Florida-based Kolter Group Acquisitions has submitted a street name approval request to town planners for a proposed Cresswind neighborhood, Kolter’s senior living community brand. Cresswind developments are already established in Charlotte and Monroe, North Carolina.
The 845-acre site, owned by Springland, Inc., is located along the Catawba River, with new access points planned from Whites Road and Sparkling Brook Parkway. While the project will cover much of the land, approximately 130 acres on the northeast portion will remain untouched, and another 49 acres to the north are marked for future development.
Plans show a 10-cul-de-sac layout, with streams running through the property and a central 8-acre amenity area. Development is expected to occur in five phases, beginning at the center and expanding outward. The site boasts 900 feet of river frontage, further enhancing its appeal.
The Fort Mill Planning Commission is set to review the project on Tuesday, with its primary role being the approval of road names—a step typically considered a formality once a subdivision is approved. The county’s 911 service has already signed off on the new street names.
No zoning changes have been requested for the project. The property is already designated as mixed-use, permitting both residential and commercial construction, in line with Fort Mill’s future land use map, which envisions residential growth in the area.
A Growing Corridor
The Cresswind project is the latest in a wave of residential expansion along Fort Mill Parkway. Nearby, Waterside at the Catawba, which broke ground a decade ago, is nearing its completion with more than 1,100 homes and townhomes. Meanwhile, the Elizabeth development is adding 1,200+ residences, with new construction now extending across Brickyard Road.
Commercial growth is also accelerating. Site preparation is underway for a Harris Teeter shopping center near Catawba Ridge High School, and road widening efforts are in progress along Fort Mill Parkway.
Kolter is pursuing another large-scale Cresswind development in Indian Land, where plans for 850+ age-restricted homes on 870 acres have faced opposition from nearby residents. That project still requires zoning changes before moving forward.
As Fort Mill continues to experience rapid growth, town planners and residents alike will be watching closely to see how this latest development unfolds.
