New Rules Simplify Military Base Access for Eligible Veterans and Caregivers

As of November 1, 2024, the Departments of Defense and Veterans Affairs have implemented new procedures to streamline military base access for over 4 million eligible veterans and their caregivers. These individuals, who previously faced challenges entering installations to utilize benefits such as commissaries, exchanges, and certain Morale, Welfare, and Recreation (MWR) facilities, can now enroll for recurring access, simplifying future visits.

Who Is Affected?

The policy primarily benefits veterans with VA-documented service-connected disability ratings ranging from 0% to 90%, Purple Heart recipients, former prisoners of war, and eligible caregivers. While veterans with 100% service-connected disabilities already had base access, this expansion, initiated in 2020, extended privileges to a broader group.

Enrollment Process

Eligible veterans can enroll for recurring installation access using their VA-issued Veteran Health Identification Card (VHIC) or a REAL ID-compliant driver’s license or non-driver’s identification card. Caregivers and veterans without a VHIC can also use a REAL ID-compliant identification to complete the enrollment at the installation’s visitor center. Once enrolled, these individuals can present the same credential at the gate for subsequent visits, eliminating the need for repeated processing.
